Regional Plan
The Commission undertook regional strategic planning work in spring 2015. A regional survey was designed to obtain your voice prior to completing the plan. On May 10, 2015, the survey was tested at the Mother Earth Festival on Chincoteague Island. High schoolers helped in collecting these initial surveys. After some minor changes, the survey was rolled out to the general population July 14, 2015 and continued until September 15, 2015. The Commission wants to thank everyone who took part and who helped by sharing or asking their neighbors and friends to take part. Five hundred and eighty-two surveys were collected and the Commission used the results to set the goals for the Commission going forward.
The Regional Plan is now complete, it was submitted to the localities and the Virginia Department of Housing and Community Development, and a public hearing was held January 16, 2018.
Title VI Civil Rights
The A-NPDC and its employees are committed to ensuring that civil rights are assured as required under Title VI of the Civil Rights Act.
Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. Specifically, Title VI provides that “no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” (42 U.S.C. Section 2000d).
The Civil Rights Restoration Act of 1987 clarified the intent of Title VI to include all programs and activities of Federal-aid recipients, sub-recipients, and contractors whether those programs and activities are federally funded or not.
